自从7月底发布1.4.1版本以来，陆续接收到几个节点反馈，1.4.1版本节点运行一段时间后出现零出块处罚。
PlatON第一时间协调核心开发进行问题分析、监控和排查。目前发现1.4.1版本发布的功能增加了对节点网络通信和内存的开销，可能会导致节点无法参与共识从而被处罚。针对这个问题，PlatON进行了优化并发布了1.4.2版本。建议当前版本为1.4.1的节点尽快完成升级！

经基金会特批，给予因升级1.4.1版本被处罚的节点LAT补贴，补贴金额为当前节点被零出块处罚的金额。
请 2023.7.25~2023.10.25 因升级到1.4.1版本导致零出块处罚或退出的节点。
于本公告发布的14天内（截止时间：2023.11.10 23时 UTC+8）邮件联系validator@platon.network，将被处罚的节点名称、节点ID，以及节点升级1.4.1和处罚证据发送到该邮箱进行申请。
我们将在截止时间后的14个工作日进行确认，并统一发放节点补贴！
对于1.4.1版本的节点，请于本公告发布的两周内完成升级，期间发生的零出块处罚可按照上述方式与我们联系申请补贴。

Dear PlatON Community Node Partners,
Since the release of version 1.4.1 at the end of July, we have received feedback from several nodes that they have encountered zero block production punishments after running version 1.4.1 for a period of time.
PlatON has immediately coordinated with the core developers to analyze, monitor, and troubleshoot this issue. We have found that the increased functionality in version 1.4.1 has added overhead to node network communications and memory, which may have caused nodes to become unable to participate in consensus leading to punishments. To address this, PlatON has optimized and released version 1.4.2. We recommend nodes currently running 1.4.1 upgrade as soon as possible!

With special approval from the Foundation, LAT subsidies will be provided to nodes that were punished due to upgrading to version 1.4.1. The subsidy amount will be equal to the zero block production punishment amount for each node.
Please nodes that were zero block production punished or exited due to upgrading to version 1.4.1 between 2023.7.25 and 2023.10.25.
Contact validator@platon.network within 14 days of this announcement (deadline: 2023.11.10 23:00 UTC+8). Send the punished node name, node ID, evidence of upgrading to 1.4.1, and proof of punishment to apply.
We will confirm and distribute the node subsidies within 14 business days after the deadline!
For nodes still on version 1.4.1, please upgrade within two weeks of this announcement. Punishments incurred during this period can be applied for subsidies as described above.
